The Houston Leads coalition condemns the Texas Supreme Court’s ruling pausing the Harris County Immigrant Legal Services Fund (ILSF). The ILSF provides critical legal access for residents and benefits the entire Harris County community. The Court’s June 26th ruling putting the fund on hold while the State’s lawsuit makes its way through the courts will have a devastating impact on Harris County families.
The fund was created in 2021 after advocacy by Houston Leads and community partners to provide critical legal access for county residents. When the fund was established, only about 10% of people facing deportation in Houston’s immigration courts had representation. The ILSF was created to help close that gap by providing high quality legal assistance to any resident of Harris County detained in one of the region’s four immigration jails.
“Harris County’s immigrant families are in fear and despair, and in serious need of accurate information about their legal options. The ILSF is a decisive and a trusted resource for working families who contribute to our community’s strength and diversity,” says Maria Hernandez, founder and Executive Director of Madres Del Parque, and member of Houston Leads.
Since its inception, the ILSF and its grantees have helped hundreds of Harris County residents fight for their freedom, avoid family separation, and obtain protection here in Houston. That support has been instrumental in the lives of those who have received assistance.
One community member, who GHIRP represented through the ILSF, said, “Not knowing whether I could stay in a place where I finally felt safe created constant anxiety. Everything changed when I connected with my attorney. For the first time, I felt seen and supported. They took my asylum case when others could not and helped me access basic needs and education. They stood by me through every step, with respect and humanity.”
Another community member shared, “When I thought it was all over for me in the United States, my attorney worked so hard to let me stay in the country that I have called home since I was 3 years old.” She was the primary financial provider for her family, including her adopted stepfather, a U.S. veteran, when ICE detained her.
Legal advice and guidance is a core tenet of the justice system and when trusted legal information isn’t available, people become vulnerable to fraud and abuse. Our community deserves access to trusted legal support, and the ILSF has long been an important resource for Harris County families.
Litigation is ongoing and the future of the ILSF has yet to be ruled on, but for now we stand with Harris County’s immigrant families. We call on Harris County to continue to stand with our immigrant neighbors and to ensure that all residents, no matter their status, have access to competent legal support.

La Coalición de Houston Leads condena la decisión de la Corte Suprema de Texas de parar el Fondo de Servicios Legales para Inmigrantes (ILSF). El ILSF provee acceso legal crítico para residentes y toda la comunidad del Condado Harris que se beneficia de ello. La decisión de junio 26 de la Corte que suspende el fondo mientras la demanda del estado avanza por las cortes tendrá un impacto devastador a las familias del Condado Harris.
El fondo fue creado en 2021 después de abogacía por Houston Leads y socios comunitarios para ofrecer acceso legal crítico a residentes del condado. Cuando se estableció, sólo aproximadamente 10% de las personas enfrentando la deportación en las cortes de inmigración en Houston tenían representación. El ILSF se creó para contribuir a achicar esta brecha con proveer asistencia legal de alta calidad a cualquier residente del Condado Harris que está detenide en una de las regiones cuatro cárceles de inmigración.

El ILSF es un recurso de confianza y decisiva para familias trabajadoras que contribuyen a la fortaleza y diversidad de nuestra comunidad,” dice Maria Hernandez, fundadora y directora ejecutiva de Madres del Parque, y miembro de Houston Leads.
Desde sus inicios , el ILSF y organizaciones aliadas han ayudado a cientos de residentes del Condado Harris a pelear por su libertad, evitar la separación de sus familias, y obtener protección aquí en Houston. Este apoyo ha sido fundamental en las vidas de las personas que han recibido asistencia.
Un miembro de la comunidad, que recibió representación de GHIRP a través del ILSF, dijo, “El no saber si iba a poder quedarme en un lugar donde por fin me sentía seguro, creo ansiedad constante, período cambió cuando me conecte con mi abogada. Por primera vez, me sentí visto y apoyado. Aceptaron mi caso de asilo cuando otros no pudieron, y me ayudaron a acceder a mis necesidades básicas y a una educación. Estuvieron a mi lado cada paso, con respeto y humanidad.”
Otra miembro de la comunidad,compartió, “Cuando pensé que todo se estaba acabando para mi en los Estados Unidos, mi abogada trabajó mucho para que yo pudiera quedarme en el país que he llamado mi casa desde que tenía 3 años.” Ella trabajaba para apoyar a su familia, que incluía su padrastro, un veterano, cuando fue detenida.
Consejo legal y dirección es un principio central del sistema judicial, y cuando esta información de confianza no esta disponible, la gente es vulnerable al fraude y al abuso.Nuestra comunidad merece acceso a apoyo legal de confianza y el ILSF ha sido por varios años un recurso importante para las familias del Condado Harris.
La litigación sigue y el futuro del ILSF todavía no ha sido decidido, y por ahora nosotros nos levantamos en solidaridad con las familias inmigrantes del Condado Harris.
